The pkg file is a full theme including a new icon, xmb image, main menu image and border(s).
Simply install it the same way you would any other package file and enjoy.

If you just want the borders only without the rest of the theme then just FTP the .png files over to /dev_hdd0/game/EMU_NAME/USRDIR/borders/Centered-1080p/
Or use a file manager such as multiMAN to transfer them over.
